What\'s the difference

I was wondering if there is a difference between the Base Coats and the Primers. If I clear a Primer will it still turn out the same?

I have cleared over black epoxy (PPG),but it was just screwing around.Hell,I never even checked to see if I could.Didn't hang on to it long enough to test the color holdout or problems though.The best way is to check the product sheet of the clear for compatible undercoats.
