its a printer that can be made in different ways to either cut out vinyl graphics or print out Big Blue prints. the word " Plotter" is just used loosely here. But at this site they are talking about a Vinyl graphics plotter.
you can design something on a computer and have the plotter cut it out and then you can have a template to use for painting our you can design and print you own graphics again depending on the type of plotter you get.
