Spray painting push mower

I grinded down the mower, and primed it 2 times. Looked good, than I painted 2 coats, and saw this. I took 600 grit sandpaper to it yesterday, and cleaned the dirt off. Painted 1 more coat of red after it felt smooth, but it dried to what is shown. What is the best way to fix it?

I would try sanding it with 400 grit, until the problem is gone. Then hit it with 600, if you didn't hit bare metal, and paint again. If you heit bare, you need to spot primer it, and sand and paint. Using Spray cans, I suppose? Iffy, retouching spray cans.

Looks like when you sanded the paint was still soft. So the new paint basically starting eating into the previous paint job.
I agree with ChopOlds, that it appears that you used spray cans or some other paint without a catalyst?
You may have to let it cure for a week, resand and redo.
OR, sand, let it sit for a few days and redo.

Do a test on it, push real hard with your finger and if it leaves a print, it's too early.
This is just a basic test though.
