Bare Metal Prep and Prime Help

Due to adhesion problems with my current B/C I was forced to strip my tank down to bare metal.(Painfully,I'll spare the details).Regardless, my tank is now shiny silver bare metal.1..I need to know if this "smooth" metal finish should be sanded or actually "scuffed" and with what grit paper, for a good primer adhesion. What type of metal surface prep and or cleaner to use on the bare metal before priming.And what primer you recommend. I am using PPG BC/CC.

every time i strip a set of tanks ill strip it with 80 da after that ill put on a light coat of etching primer then ill use k36 and start blocking
